Wisconsin man wanted on homicide charges arrested in Rochester

 

ROCHESTER, N.Y. — A 41-year-old man wanted in Wisconsin on homicide charges was arrested by the U.S. Marshals Task Force in Rochester Monday.

U.S. Marshals say a warrant was issued on July 5, 2022, charging Carlos Santiago with first degree intentional homicide, possession of a firearm by a felon, and bail jumping.

On Dec. 22, 2025, the Eastern Wisconsin Violent Offender Task Force Milwaukee Division requested the assistance of the New York New Jersey Regional Fugitive Task Force in finding and apprehending Santiago.

Through investigations, the U.S. Marshals Task Force focused surveillance on the Monroe Avenue area. At around 11:15 a.m. Monday, task force members say they saw Santiago walking in the area of Monroe Avenue and South Goodman Street in Rochester.

Santiago was arrested without incident, booked into the Monroe County Jail, and is being held there as a fugitive from justice.

U.S. Marshals say Monroe County Sheriff’s Deputies and Rochester Police also helped in the investigation and the arrest of Santiago.
