ROCHESTER, N.Y. — Rochester Police say a 27-year-old turned himself in after a hit-and-run that killed a man as he was crossing West Broad Street.
The hit-and-run happened on Aug. 15 near Orange Street, just west of downtown Rochester. Demingo Hinton-Diggs is charged with leaving the scene of a deadly crash, unlicensed operation, and operating without insurance.
Police say Moresee Chatman, 49, died at the scene after being hit by a car around 10:30 p.m.
