Rochester City Council approves state funding to demolish former psychiatric center

ROCHESTER, N.Y. — Rochester City Council has voted in favor of using $20 million in state funding to demolish the Terrance Building, the former psychiatric center on Elmwood Avenue.

Gov. Kathy Hochul announced the funding during a visit to Rochester in June. The plan is to use the money to tear down the 16-story vacant building, clean up the asbestos, and build 400 to 500 housing units.

The building has been vacant since the Rochester Psychiatric Center closed in 1995. Since then, it’s been broken into and it’s walls have become full of graffiti. There’s no word on when demolition will begin. The city has told News10NBC that it’s up to the developer, Whitestone Development Partners, to set a date.
