One year after inmate Robert Brooks’ death, advocates urge Gov. Hochul to sign prison oversight bill

NEW YORK CITY — Prison reform advocates planned to hold a press conference on Tuesday, Dec. 9, in front of Gov. Kathy Hochul’s New York City office. They aimed to urge her to sign the Jail and Prison Oversight Omnibus Bill into law.

The bill, passed by the legislature in June, has not yet been signed by Hochul. Her office previously stated that she has been reviewing the bill and is committed to significant prison reforms.

The family of Robert Brooks, an inmate from Greece who died following a beating in prison, has also been advocating for this bill. Brooks died just hours after the beating.

The proposed legislation would overhaul the State Commission of Correction, the watchdog agency overseeing jails and prisons in New York.

Some provisions include requiring 24/7 audio and video surveillance in common areas of state prisons and local jails, timely notification of death to family, and un-redacted video related to deaths involving correctional officers to be sent to the attorney general within 72 hours.
