ROCHESTER, N.Y. — Monroe County Legislator Rachel Barnhart filed an ethics complaint against Sheriff Todd Baxter over his for-profit consulting firm.
Barnhart accused Baxter of profiting off his office and operation of the jail through the firm. According to Barnhart, the firm, Baxter & Barnes Leadership, offers paid programs designed for jail leadership.
Barnhart also said the Monroe County Board of Ethics found Baxter violated the county ethics code in 2023 when he appeared in a TV commercial. Click here to read the county’s code of ethics.
A sheriff’s department spokesperson said Baxter will not comment until the Board of Ethics notifies him of the complaint. The Monroe County Ethics Board previously found Baxter in violation over a commercial appearance.
At that time, the board said it did not believe the appearance was malicious or intentional.
